PACD Legislative ProgramNOVEMBER During election years, November 30th marks the end of the two year legislative session. Anything that does not pass dies and the legislative process starts again in January. November is a final push to finalize legislative issues. On off election years, the legislature will most likely not have this final push until December. November is the month to determine your local "Legislator of the Year."
