House Game and Fisheries Committee Passes HB 13, the Landowner Liability Bill

The House Game and Fisheries Committee met this week and passed HB 13. This legislation, supported by PACD, protects landowners from liability for injuries caused by hunters who are on land free of charge regardless of whether the injured party was on the same land or on another property. The language addresses a recent civil court case in Lehigh County where a farmer was held partially responsible for an injury caused by a hunter on his property. Senate and House Environmental Resources and Energy Committees Meet

Both the House and Senate Environmental Resources and Energy Committees met recently and considered several bills. The Senate Environmental Resources Committee passed SB 76, the Home Energy Assistance Act allowing for further Home Energy Assistance; SB 105 providing for independent advice and counsel for the Environmental Quality Board members; SB 176, authorizing municipalities which have a special sewage system fund to use local public funds for private lateral sewer lines when it is in the public interest; SB 354, prohibiting the Environmental Quality Board from accepting certain rulemaking petitions, and SR 79 designating April 22, 2007 as "Earth Day in Pennsylvania."

The House Environmental Resources and Energy Committee passed HB 43 establishing uniform environmental covenants to grant DEP and certain federal agencies greater ability to control the future use of contaminated property and allow safe re-use of the real estate; HB 483 establishing the "Mine Families First Program" providing assistance to persons whose family members are trapped, injured or waiting rescue during an underground mine emergency; and HB 496 implementing a statewide radiation protection program.
