SB 1020 and HB 2266

SB 1020

PACD recently sent a letter to the chairman and committee members of the Senate Appropriations Committee urging them to consider SB 1020.

HB 2266

Representative David Steil introduced HB 2266 this week. This legislation, titled the Integrated Water Resources Restoration, Protection and Management Act, provides for comprehensive storm water planning and management. Its purpose is to restore, reclaim, protect, and maintain the water quality, quantity, and natural hydrologic regime; regulate and, where appropriate, restrict development in the floodways and floodplains of this Commonwealth's rivers and streams; preserve the carrying capacity of watercourses; and protect, maintain, reclaim and restore surface water and groundwater in the Commonwealth.

MaryAnn Warren, PACD Second Vice-President, testified before the House of Representatives Appropriations Committee to discuss conservation district funding. She presented a synopsis of conservation district activities, the PACD budget request, the PACD Energy Strategy, and the necessity of pursuing dedicated funding for conservation district budgets. She explained the need to significantly increase the state commitment to conservation district allocations meeting the Legislative Budget and Finance Committee (LBFC) recommendation and the State Conservation Commission policy of 50% funding for the Conservation District Fund Allocation Programs (CDFAP).

GOVERNOR RELEASES 2008-2009 BUDGET PROPOSAL

Governor Rendell released his 2008-2009 proposed budget and presented it to the PA General Assembly. Unfortunately, we do not have good news to report.

As you know, there is a soil and water line item in the PA Department of Agriculture budget and the PA Department of Environmental Protection budget. In both cases, the Governor reverted back to his proposed funding levels from last year.

The nutrient management line item remained constant at $3.28 m.

SENATE ENVIRONMENTAL RESOURCES AND ENERGY COMMITTEE PASSES RESOLUTION REQUIRING STUDY OF CHESAPEAKE BAY TRIBUTARY STRATEGY IMPLEMENTATION COSTS

The Senate Environmental Resources and Energy Committee passed a resolution sponsored by Senator Patricia Vance (R-Cumberland) calling for a third-party study of the costs faced by Pennsylvania municipal sewage treatment plants in the Chesapeake Bay Watershed to comply with the Chesapeake Bay Tributary Strategy. SR 224 directs the Legislative Budget and Finance Committee to estimate the costs for sewage treatment plants to comply with the Tributary Strategy, assess "the methods by which (sewage) treatment plants may achieve compliance" with the Tributary Strategy (including the purchase of nutrient credits and physical upgrades), and identify the financial resources committed by other states to comply with the Tributary Strategy and the financial resources committed for that purpose by Pennsylvania. PA STATE COUNCIL OF FARM ORGANIZATIONS ANNUAL CORNUCOPIA RECEPTION

The PA State Council of Farm Organizations held its annual meeting and Cornucopia Legislative Reception this week. Susan Marquart and Brenda Shambaugh attended the event, talking with elected officials primarily about conservation district funding. A large number of legislators and their aids attended the reception held in the state Capitol. Additionally, many PSCFO members attended to showcase PA agriculture and thank members of the General Assembly for supporting the industry.
