Overview of the PACD
Strategic Planning Process to begin in Fall 2006
This planning process was passed
by the PACD Executive Council on July 27, 2006.

The current PACD Strategic Plan was completed in 2003. The PACD Executive
Board has identified the need to revise and update the plan and asked
the Executive Director to obtain input from the members on the type
of planning process that they would like the Association to utilize.
The PACD Executive Director discussed planning with members during the
winter 2006 PACD region meetings. Many PACD members commented that they
would like as many of the members as possible to be involved in providing
input and establishing goals for the Association. Members also expressed
a willingness to help provide input during the fall 2006 region meetings.
Based on her findings, the Executive Director recommends that a strategic
planning process modified from the 2003 process be used to obtain input
and create the new PACD Strategic Plan.
The following is a proposed process for creating a new PACD Strategic
Plan:
1. The PACD Executive Board will discuss and agree upon a strategic
planning process that will be proposed to the membership (July 2006).
2. The PACD members will be consulted and asked to approve the proposed
strategic planning process at the PACD annual meeting (July 2006).
3. DEP Field Representatives and PACD Region Directors will be recruited
at the PACD Region Directors and Field Reps meeting in July to assist
in the process of obtaining input during the fall 2006 PACD region
meetings (July 2006).
4. PACD staff will mail each conservation district a letter and a
conservation district input form. Each conservation district will
be asked to complete the form as a district and ensure that at least
one person from the conservation district attends the fall region
meeting to provide input (August and September 2006).
5. An article about the strategic planning process and publicity for
the fall region meetings and subsequent reminders will appear in the
PACD newsletters (September and October 2006).
6. With the assistance of the PACD Region Directors and DEP Field
Reps, the Executive Director will attend the PACD Region Meetings
and facilitate the process to obtain input on the PACD strategic plan
(September and October 2006).
7. PACD staff will compile the results of the region meetings and
mail the document to the PACD Executive Board (November 2006).
8. The PACD Executive Board will meet face-to-face in December 2006
to utilize the input obtained from members at the region meetings
to prepare a draft strategic plan (December 2006).
9. The Draft Strategic Plan will be mailed to members in December
2006 and presented at the winter PACD meeting January 17-19, 2007
in State College, PA for approval by Executive Council.
Process for the Fall PACD Region Meetings
1. Introduction
This planning process will allow each conservation district to discuss
its conservation district's priorities for PACD and present these priorities
at their fall PACD region meeting. At the region meeting, each region
will utilize input from each conservation district in the region to
determine the top three priorities from that region. Each region will
forward its priorities to the PACD for input in the development of the
draft strategic plan.
2. Review Mission Statement
Pennsylvania Association of Conservation Districts (PACD) Mission
Statement:
The PACD is a non-profit organization that supports, enhances and promotes
Pennsylvania's Conservation Districts and their programs.
3. Members are PACD
PACD is owned and operated by its members. PACD's members are Pennsylvania's
66 conservation districts and the Directors and staff who operate them.
The PACD Executive Council is the official policy making body that sets
the direction for the Association.
4. Overview of Region Meeting Process
The following process will be used at the region meetings:
- Using county input forms, record input on flip charts
- Combine similar items
- Each person votes for his/her top three priority items
- Results are tabulated and top three priorities from the region are
established
5. Record County Input on Flip Charts
One point at a time, each conservation district will be asked to verbally
provide the input from its completed district input form. All information
will be recorded on flipcharts. At least one representative from the
conservation district should be present at the region meeting to explain
the conservation district's input and answer questions.
6. Agree on how to combine similar items
After all input has been recorded, the group will be asked to come to
agreement on whether any similar items can be combined.
7. Rank/Prioritize items
When a final list of all information has been established, each person
present from a conservation district will be provided with three
dots and asked to place the dots on what he/she feels should be the
highest priority items for PACD.
6. Summarize and Review Results
After voting is completed, all items will be ranked with highest priority
first. The list of priorities from each region will be forwarded to
the PACD.

The PACD is updating its Strategic Plan and needs the help of its member
conservation districts to provide input and direction to the Association.
Input from your conservation district will be sought at your fall PACD
Region meeting where you will have an opportunity to work with other
PACD members to provide direction for the Association's future. Please
help PACD by participating in the process.
GOALS
As a conservation district, please consider what the goals of the Association
should be in each of the categories below. Please write two goals for
each of the areas below and send at least one representative from your
conservation district to your fall region meeting to share the results.
At the region meeting the priorities from each conservation district
will be presented. As a region, your representative(s) will be asked
to prioritize the results from the conservation districts in your region
to determine your region's priorities.
