1. PACD will endeavor to make the conservation districts the focus of the Conservation Partnership.

3. PACD will continue to pursue additional funding increases for other conservation district programs and initiatives.
a. Identify average cost template to calculate Conservation District employee cost. Item will be presented to Leadership Development Committee for consideration. Leadership Development Committee indicated that this was not an appropriate activity for this group.

c. Continue to explore new funding opportunities and evaluate costs of programs. Ongoing All Ongoing  
d. PACD will keep abreast of opportunities to obtain increases in existing funding for programs. 4. PACD will provide strong, effective lobbying for the Association's goals.

c. Develop a stronger alliance with the County Commissioners Association of Pennsylvania (CCAP) to support Conservation District funding goals. June 30, 2004

5. PACD will continue and improve its communication with members.

12. PACD will continue to provide its meeting venues for Leadership Development training.

13. By June 30, 2004 2005, PACD will facilitate the establishment of a Technical Training Coordinating Committee.

c. PACD will initiate the first meeting of the committee with the objective of finding a group other than the PACD staff to assume the responsibility of continued meeting coordination. June 30, 2004 PACD Executive Director and Conservation Partnership PACD is facilitating an initial meeting to coordinate training for conservation district staff in December 2006.  
14. By December 31, 2003, PACD will provide a list of possible group insurance plans that conservation districts could participate in.
a. PACD will make phone calls and develop a list. December 31, 2003 PACD Staff Phone calls made to PA Farm Bureau, PA Chamber, and an independent broker. Presentation by PCI scheduled for March 2004 PACD Meeting.
b. PACD will distribute the list to Conservation District Managers. January October 31, 2004 PACD Staff Report completed and provided to districts and posted on website.  
15. By December 31, 2003, PACD will inquire if conservation district staff could become eligible to join the state employee insurance group.
a. PACD will send a letter to the PA Employees Benefit Trust Fund with the inquiry. December 31, 2003 PACD Executive Director Letter sent December 17, 2003. Negative response received January 16, 2004
16. By January 31, 2004, PACD will establish a task force to investigate the possible expansion of the PACD Engineering Assistance Program.
a. PACD President will appoint members to the Committee. January 31, 2004 PACD President Committee appointed January 7, 2004. Committee had first meeting April 29, 2004.
b. The Committee will investigate the feasibility of continuing the program beyond the life of current grant funding. October 2004

17. By December 31, 2003, PACD will request that DEP conduct an evaluation and overhaul of the Chapter 105 program.
a. PACD will send a letter to DEP. December 31, 2003 PACD Executive Director Letter sent January 14, 2004 Executive Director inquired on the status and was told an answer was forthcoming.
b. Send follow-up letter to Secretary McGinty with copy to conservation districts, Deputy for Field Operations and Deputy for Water Management August 31, 2004 PACD Executive Director DEP indicated that it is currently conducting a review of Chapter 102 and 105 regulations.
