Franklin County Conservation District100 Sunset Blvd. W The Franklin County Conservation District was organized at the request of county farmers and rural landowners in 1943 consisting of only two townships, Fannett and Metal. The entire county as declared a Conservation District on February 14, 1956. The District administers soil and water conservation programs in Franklin County including Chapter 102 Erosion and Sedimentation Control, National Pollution Discharge Elimination System (NPDES) for sites over five acres, the Chesapeake Bay Program, and the Chapter 105 Water Obstructions and Encroachment Program. The District carries out many environmental education programs including a poster contest, Envirothon, and presentations to county school students. The Franklin County Conservation District is governed by a seven member board of directors appointed by the county commissioners.
