This manual has been developed from a Leadership Development Grant from the Pennsylvania Department of Agriculture through the State Conservation Commission to assist Conservation Districts. This is one in a series of three manuals developed under this grant.

These manuals are guidance documents to be used where needed and can be personalized and reproduced by each district. A floppy disk with the contents accompanies each manual. They have been reviewed by experts for content and peer reviewed by district personnel for applicability. It is understood that county manuals covering similar areas may guide some districts, but many helpful ideas may be gleaned from these manuals that may be applicable in your county.

The manuals were developed by teams of directors and staff from the Bradford, Lancaster, and Westmoreland Conservation Districts, and are designed to be used in loose-leaf notebooks than can easily be updated or amended. Additions may be forth coming as time and resources permit.
