PACD Hires Government Relations/Policy Specialist

The PACD is pleased to announce that Brenda J. Shambaugh has joined their staff as a Government Relations/Policy Specialist. Mrs. Shambaugh brings 25 years of legislative and policy experience to PACD.

"We are thrilled to have Mrs. Shambaugh as part of the PACD team," Susan Fox Marquart, PACD Executive Director said. "With her 25-plus-years of experience and knowledge of the legislative issues, she will be a true asset to our organization."

"Mrs. Shambaugh is a familiar face on Capitol Hill and well respected among the Senate and House representatives. Not only do I look forward to working with Mrs. Shambaugh, I am excited to have the added legislative clout on The Hill with the addition of the newly created legislative position."

As Government Relations/Policy Specialist, Mrs. Shambaugh will be responsible for implementing legislative initiatives and generating policy positions for PACD. She will also oversee several policy programs for the Association.

Brenda will be the PACD liaison at legislative events including House and Senate Committee hearings and meetings, specifically for the Agriculture and Environmental Resources Committees. She will also participate in agency workgroups and stakeholder meetings. Additionally, she will be coordinating our Capitol Day activities. Brenda is already a board member of the PA State Council of Farm Organizations.

In addition to legislative activities, Brenda will be coordinating several PACD programs. One of her initial assignments will be to organize the new nutrient trading project. As this initiative develops, Brenda will be working with DEP and other groups to facilitate the development of the Conservation District role in an effective trading program that benefits both the farming community and the point source generators.

"I am anxious to begin my new position with the PACD. Over the years, I've had the opportunity to work side-by-side with PACD on many issues. I am proud to be part of such a well-respected organization and look forward to the many challenges that lie ahead," Shambaugh said.


Nutrient Trading and Growing Greener to be Discussed at PACD Winter Meeting

Are your district directors and staff aware of the latest developments in nutrient trading, Growing Greener I and II, the ombudsman program, riparian forest buffer protection agreements, DCNR partnering opportunities, and agricultural erosion and sedimentation control compliance? These issues will be discussed at the PACD Issues Forum Thursday, January 19, 2006. Make sure your district is represented. Staff from DEP, DCNR and the ombudsman program will be on hand to answer your questions.

In addition to the Issues Forum, the following sessions will be held:

  • leadership development tools
  • "Outreach for Success"
  • new PACD committee meetings
  • new directors orientation
  • State Conservation Commission meeting
  • PACD Executive Council meeting

The PACD Winter Meeting will be held January 18-20, 2006 at the Ramada Inn, State College, PA. It is not too late to register for the meeting. Additional information on the Meeting is available on the PACD website, www.pacd.org.
