PACD Executive Council Adopts New Bylaws

The PACD Executive Council met July 27, 2005 in Erie during the PACD/SCC Joint Annual Conference.

These motions were passed at the Executive Council Meeting on July 27, 2005:

  • The new Bylaws were adopted and became effective at midnight. The full text of the new Bylaws is on the PACD website: www.pacd.org;
  • Budget B, which reflects an average of 10% dues increase per district, was adopted for Fiscal Year 2005-2006;
  • The Bylaws Committee was disbanded. The Operations Committee will assign a new Bylaws sub-committee to address any future Bylaws issues that may arise;
  • PACD supports the update to the Soil Survey Memo of Understanding;
  • The State Appropriation Request was approved;
  • Recommended that Congress reauthorize the Abandoned Mine Reclamation Fund. (The verbage in the resolution to Congress to reauthorize the Abandoned Mine Reclamation Fund was changed from "memorializing" to "recommending"); and
  • The following officers were elected:

    Secretary

PACD Regions Take Expanded Role

Don't miss the PACD Fall Region Meetings as two important items will be addressed.

1. The election of new region directors will occur. This is especially important since the new Bylaws include the seven region directors as part of the PACD Executive Board. Region directors serve a two-year term.
2. PACD Regions will nominate individuals to serve on the six new PACD Committees. The committee membership will consist of a minimum of three and a maximum of seven conservation district directors or associate directors and a minimum of three and a maximum of seven conservation district staff. This is a chance for directors, associate directors, and district staff to become active, voting members of PACD's six new committees:

  • Conservation
  • District Employees
  • Education and Outreach
  • Legislative
  • Operations
  • Ways and Means

Come to your region meeting prepared to nominate candidates for all of these committees. The Executive Board will appoint committee members after receiving nominations from all the regions. (Please note: Only committee members may vote at committee meetings.)

Per the PACD Bylaws (Article V, Section 2), a Voting Delegate Designation form is being mailed to all county conservation districts. These forms must be received by the PACD at least one week before the PACD region meeting. Note: Only districts in good standing (those who have paid their dues in full as of 6/30/05) will be able to vote during the upcoming Executive Council and region meetings.
