PACD Executive Council Meeting Highlights

March 14, 2001:

25 delegates in attendance constituting a quorum. November 1, 2000 Executive Council minutes approved.

Executive Directors activities for the period- 11/2/00 - 3/14/01 focused on State Legislative and Funding Initiatives, PACD Representation and Meeting Planning.

PAD is setting up a task force to improve PACD meetings and other activities.

Districts who send teams of three to "Local Motion" are eligible for travel reimbursements.

PACD is looking for volunteers to work with legislators at the federal level (letter writing and/or phone calls.)

PACD Treasurer Porter DuVall provided a Year-to-date Report on the PACD Operational Budget (Revenue- $317,259.41, Expenses- $234,353.08).

Endowment fund is $4,523.95: $536.96 (interest), $3,986.99 (principal).

Finance Committee recommends two changes to the PACD Bylaws:

1. Article II-Organization, Section 4, Duties of Officers: Add, "The duties of the PACD Executive Board shall be to develop an annual budget, with the assistance of staff, for final approval by the Executive Council.

2. Article III, Section 8: Delete #5, "Finance committee shall oversee the Endowment Fund."

Education and Youth Committee Chair drafted a letter to NACD expressing concern over the new poster contest sizing requirements.

MOU between the PACD and the PA Department of Education has been drafted and is being processed. A July signing ceremony is anticipated.

DEP EE Grants Program has been revised; it includes a $1,000 mini-project allowance for conservation districts.

PACD is looking for sponsors for the the Awards Program, conferences, breaks, etc.

USDA online photo gallery is available: Free images available in 16 major categories, as JPEGs or TIFs. Districts may also submit their own photos to build a local library at $1.25 per photo. Contact Stacy Mitchell at NRCS for more information.

2001 PACD Award winners were announced.

The following resolution was introduced and defeated: "The PACD members agree that they will vote at the PACD Annual Meeting (Wed. July 18, 2001) on a resolution that states and conservation districts will discontinue the Chapter 105 Conservation District Delegation Agreement as of December 31, 2001.

Rural and Urban Land Use Committees requests, before the July meeting, that everyone look into Act 67 and Act 68 - they could help urban areas.

Jefferson County to return in July with a concise resolution that addresses ATV advertising and ATV activities which potentially threaten stream buffers.

PACD will encourage the PA Game Commission to take advise from their own staff on whitetail deer management and season bag limits for whitetail deer.

Carbon Sequestration resolution accepted: "Be it resolved that the PACD establish a task force to explore the potential to become an aggregator for a statewide carbon sequestration program and to work in partnership with Pennsylvania's 66 conservation districts to implement the program."

Senate Bill 149 and House Bill 539 are getting a lot of attention. Contents on any bill can be accessed at www.legis.state.pa.us. Information on the status of the bill is not provided.

DEP provided anti-virus software to all districts free-of-charge.

PACD Technology Committee reported that "NetMeeting" software can be used to coordinate small scale teleconferencing.

2001 nominating committee appointed by president, including: Dave Mankamyer (Somerset), Bob Wagner (Lancaster), and Pat Sueck (York).

PACD Auxiliary Scholarship deadline is June 15.

PACD building project discussion was led by PACD Second Vice President Jarrett Miller (Erie). A building has been identified in downtown Harrisburg that appears to meet the Association's criteria including: two blocks from the Capitol, one block from DEP and other partners; 12,500 sq. feet. PACD anticipates using 2,500 sq. feet, with the remaining for rental income.

Resolution was moved and approved by the Executive Council for the Executive Board to continue with a feasibility study. If site criteria is met and financial figures remain consistent with the current projections, then the Board should finalize negotiations and secure the site.


PACD Introduces New Promotional Items

The Pennsylvania Association of Conservation Districts, Inc. is pleased to present several new products including a tabletop display and accompanying brochure that promotes Pennsylvania's county conservation districts; the 2001 issue of Pennsylvania Resources; and novelty items that help reinforce conservation messages.

The display, Conservation Districts Cover A Lot of Ground, provides an overview of district programs and what the viewer can do to support conservation districts. The three-fold brochure presents information in a manner that is suitable for use by any county conservation district. For example, the brochure, explains how districts provide local leadership through the variety of programs and other services they offer. The brochure also bullets some ways the public can support the mission of their county conservation district. Earlier this year, the PACD offered conservation districts the opportunity to order a customized version of the brochure for local use and a number of districts have taken advantage of the offer. All other districts will receive a complimentary supply of the generic brochure in March. The tabletop display is available on loan by contacting the PACD office.

The theme of 2001 issue of Pennsylvania Resources, Habitat for Life, was selected to help support the poster contest theme. Story articles showcase a variety of topics that help address the Pennsylvania Department of Education's Environment and Ecology learning standards. All districts will receive a complimentary supply of this issue during mid-March. Habitat for Life will also be posted on the PACD website.

PACD has placed a bulk order of magnets and pens. Complimentary supplies will be forwarded to the districts during late March/early April for local distribution to help reinforce conservation messages.
