Operating Procedures
Workload Advisory Team Appointments
1. The PACD President will appoint the members of the four Workload
Advisory Teams.
2. Each appointed member may designate one alternate in the situation
that the member is unable to attend the meeting. Only the appointed
member OR his or her alternate may vote at a meeting.
3. The appointed members will be asked to submit to the PACD, the
name of one alternate on a PACD provided form. Only alternates designated
in this manner will be permitted to vote on behalf of the appointed
member.
Application Process
4. The Workload Advisory Team will assess applications received
at the NRCS Technical Centers up to one week in advance of the meeting.
Applications received after this time will be taken to the next
meeting.
5. Applications should be submitted to the NRCS Technical Center
covered by the county in which the project is located. For a listing

Comment Period
6. The meeting will be open to observation by non-members during
the review and discussion of applications but will be closed to
non-members during the voting and priority setting process.
7. Individuals may comment on applications during the comment period
of the meeting. Anyone wishing to provide comment must provide a
written copy of his or her remarks and will be allowed to speak
for up to three minutes.
