Chesapeake Bay Educational Mini-Grant Program for Conservation Districts

Funding for this program is provided by the Pennsylvania Association of Conservation Districts, Inc. through its education grant with the Pennsylvania Department of Environmental Protection's Chesapeake Bay Program.

PROGRAM OVERVIEW:
The PACD administers the Chesapeake Bay Mini-Grant Program. The funding provided through this program supports Conservation Districts to implement water quality and pollution prevention education programs. The Chesapeake Bay Educational Mini-Grant Program will award up to $2,500 for Pennsylvania educational projects that:

  • Target farmers, local government officials, contractors, homeowners and other adult audiences;
  • Support the Conservation District's County Implementation Plan (Chesapeake Bay Tributary Strategy);
  • Promote the theme, We All Live Downstream, by addressing local Nonpoint Source (NPS) water pollution issues;
  • Educate the target audience on how Pennsylvania's activities can impact the Chesapeake Bay; and
  • Encourage the target audience to take action to reduce NPs water pollution, improve local water quality and, ultimately, the Chesapeake Bay.

APPLICATION PROCESS:
1. Complete the attached application and save the file with a name that identifies the Conservation District responsible for the project in the title.
2. E-mail the application (do not include this cover sheet) to hannah-smith@pacd.org. Applications must be received by May 15, 2008. Receipt of your application will be confirmed.

FUNDING INFORMATION:
Funding is provided on a reimbursement basis at the completion of the educational project. To receive mini-grant reimbursement, all final reports and supporting materials must be received by the PACD office no later than 4:00 pm on May 15, 2009.

REPORTING REQUIREMENTS:
At the start of the project, a project reporting schedule will be agreed upon by the grantee and PACD. Typically, this schedule involves the creation of an evaluation concept prior to grant activities, a mid-term report halfway through the grant activities, and a final report at the conclusion of project activities (and by May 15 of the project year, at the latest). All changes to the schedule will require prior approval by PACD. Grantees are provided with report templates to ensure that reports fulfill grant reporting requirements.

1. An electronic Evaluation Concept Summary is required. This report will summarize how you will measure the degree to which your target audience increases their knowledge of your focus topic and its relationship to NPs pollution, the Chesapeake Bay, and everyday actions that can be taken to improve water quality in watersheds.

2. An electronic Mid-Term Status Report is required. This report will summarize the planning and activities that have taken place to ensure the successful completion of the project and any anticipated changes to the original time frame and budget.

In addition, all materials, including publications, press releases, presentations and web materials, must be submitted, on an ongoing basis, for approval prior to distribution.

3. An electronic Final Report is required. This report describes the work elements of the project, project successes, the results of your evaluation (including project outcomes), and recommended changes/ modifications to similar future projects. Photos, graphs, and other supplementary materials will be submitted at this time. A final request for reimbursement detailing the use of mini-grant funds must be submitted with the final report.

In some circumstances, a grantee may be eligible to file a final report addendum where activities of the grant fall outside the project year. In this case, all expenses must still occur within the project year and a final reimbursement request must be filed with the final report (by May 15 of the project year, at the latest).
